If you have Morrowind, teleport there and go to Vivec City. There's a boat by the silt strider you can take to Wayrest and then when you arrive there's another boat next to you that will take you to Sentinel in Al'Akir.

No there is a boat person you can use to get there from Stormhaven Wayrest

you have to manually travel there. unless you can find someone who you can group with, that can travel there via wayshrine, then you can use the travel to player function and that should get you there
