This effect can occur once every 20 seconds and scales off the higher of your Maximum Magicka or Stamina.

Finely a monster set for healing that actually looks good for PVP

Years ago the Lord of All Vampires used this set with frenzy to proc it at will, turning it into a skill.
This allowed for 99 stacks of frenzy, giving 16k spell and weapon power at all times, without the need for ally heals or ever turning frenzy skill off.
Because of this and teaching many, zos had to cap frenzy at 5 stacks. (read the dev quote literally stating this)
This is still possible today, procing it at will to gain a overheal, just requires good rotation but serves as a great fuel for vampire frenzy.
Vampire is power in exchange for skill, those that could not manage it then cried it was too weak to use, now its so easy any can and its written in patch notes for all scrubs to read and weap for missing out.
