Freeze the passage of time at the target location, gradually reducing the Movement Speed of enemies in the area over 4 seconds before finally stunning them in place for 3 seconds when the duration completes.
Removes cast time, but it takes longer to stun enemies.
Time Freeze is a Skill in Elder Scrolls Online (ESO). This Skill is found in the Psijic Order Skills Skills Line and can be unlocked by gaining experience while having a Skill from that Line on your active Skill Bar. Skills can be reset at Rededication Shrines found in the capital cities of each ESO faction, for a tidy sum of gold.

AnonymousThis is not what the morph does. . . Was this a recent update for PC? I play on console so I may be a bit behind. It does not draw enemies to me, it just removes the cast time.
I'm curious, does it work on any enemy including bosses? Would like to know which particular NPCs are immune to this spell...
