• Talk to Ambassador Tarinwe in the Altmer Embassy.
• Find a way to get inside the storeroom.
• Examine the supplies.
• Talk to Prince Naemon.
• Search the ruins for evidence of the workers.
• Talk to Azareth.
• Meet Azareth outside the Middens.
• Arrest the traitor.
• Talk to King Camoran Aeradan.
