besides that there are no dolmen in Wrothgar/ Orsinium... how to get the jewelry set than?

Despite this set having 20% chance, while casting DK Healer shield (Igneous shield) on all allies it procs 1 out of 9 times. Seems like i nreality it is not 1/5 chance at all. I do not recommend it. Also Combat Physician (or any other sets that proc shield on allies) do not proc this set effect. It will be yet another forever forgotten set.

Could be awesome together with Combat Physician Set. BUT: Set is a***** now. No fragments falling down anymore and it doesn't proc for yourself. Thanks to Fat Firor.

Side note... the wings are no longer on the shoulder piece, but the body piece.

Yes this set can proc even if you heal yourself. Just tested it today.

I'm going to assume that the 5 piece bonus won't proc when you shield yourself, since it says "on an ally" (and you are your own worst enemy mwa ha ha!), but can someone confirm this please? If it did proc on self shields then it might be worthwhile to try, but if not I'll probably go for something else (for PVE).

It seems these can also be found in The Rift (and presumably corresponding zones from the other 2 factions). I found 3 Champion 150 pieces from this set in The Rift today - shoulders from a normal lockpicked chest, and breeches and amulet each from treasure map chests. My level is Champion 165 and I don't have any of the DLC.

It was updated "recently" to have 100% chance. My fav set so far. If anyone is interested: Barrier (Alliance Support) doesnt trigger a fragment per shielded ally; just one, and it seems to be somehow random (idk exactly which ally gets the shard everytime; my best guess is the one with the lowest health at the moment). In case of Ward Ally (one of Restoration staff's morph skills) while you shield yourself and an ally, the shard always drops at your location; same goes for ward skill for pets from Sorc I suppose. It doesnt trigger on other sets like Prayer, where overheals are turned into damage shields. You need to cast an ability to trigger the effect. It also doesn't proc with Psijick shield you get when you block.
