Shield Expert is a star within the Constellation The Steed in Elder Scrolls Online.
Shield Expert Information
This was added in Update 6 with the Champion System. It increases the Armor and Spell Resistance of equipped Shields by 75%. 75 points in the Steed Constellation are required to unlock it. Once unlocked the player will acquire this bonus automatically and across all characters on their account.

Not across all acct. Only per character. The points are shared across your acct. The passives are only on character. FYI
