Rank I - Green Balance Rank 39
When you activate a heal on yourself or an ally you grant the target Minor Toughness, increasing their Max Health by 10% for 10 seconds.
Rank II - Green Balance Rank 50
When you activate a heal on yourself or an ally you grant the target Minor Toughness, increasing their Max Health by 10% for 20 seconds.
Maturation is a Skill in Elder Scrolls Online (ESO), this skill can be found and is a part of the Green Balance Skill Line. It can be unlocked by gaining experience while having a Skill from that Line on your active Skill Bar. Skills can be reset at Rededication Shrines found in the capital cities of each ESO faction, for a tidy sum of gold.

AnonymousIngame it just says healing an ally will proc this. So does it have to be a GB heal or not?
