They are completely broken. NONE of them work. Have not in all the years I've tried. Yes i know what the 3 types of encounters look like. The give to the poor the guy has his arms outstretched want something. I've to give gold, objects, food and drinks. NOTHING works. Tried it on all 14 of my characters in every country in Tamriel that has the questline. I've been here since alpha 10 years ago. I am disabled and play 10-14 hours EVERY day, 7 days a week. Really annoying actually as I've spent many hours trying to make this work. I give up. Don't care anymore.
