Sound a war horn to rally your forces, increasing you and your groups' Max Magicka, Health, and Stamina by 10% for 30 seconds.

You and your allies also gain Major Force, increasing your Critical Strike damage by 20% for 10 seconds.

Critical Strikes do more damage.

 

Aggressive Horn is a Skill in  Elder Scrolls Online (ESO). This Skill is found in the Assault Skills Skill Line and can be unlocked by gaining experience while having a Skill from that Line on your active Skill Bar. Skills can be reset at Rededication Shrines found in the capital cities of each ESO faction, for a tidy sum of gold.

      The In-Game Description does not specify that health is gained from using said ability, but is confirmed to do so.
