- Find out what the witness knows.
- Use the code words to root out the agent.
- Talk to Deminah Salvi.
- Steal the parchment, or have another do it for you.
- Return to Deminah.
- Travel to Firemoth Island.
- Rescue slaves and find evidence of conspiracy.
- Return to the Governor's office.
