I found a note on a dead bandit. Their leader, a man named Oath-Breaker, has orders to capture villagers, so he can trade them for supplies.

• Kill a bandit at Frostedge Camp or Hozzin's Folly and read his note.
• Burn the camp's supplies.
• Free Bjorynolf and talk to him.
